Saudi Arabia's ZATCA Phase 2 uses a clearance model for B2B invoices integrated with the Fatoora portal, and is currently the more mature, active mandate in the GCC region. The UAE's e-invoicing standard, PINT AE, is a UAE-specific implementation of Peppol International using Peppol BIS Billing 3.0 as its base — the rollout is under way, with a pilot from July 2026 and mandatory e-invoicing for large businesses from 1 January 2027.
For a business operating in both markets, the practical sequencing question is real: Saudi's deadline pressure is immediate, while UAE readiness work now avoids a scramble once PINT AE's mandate date is confirmed. Neither should be treated as secondary.
